The History & Legacy of BASREC
Bahrain’s Maritime Heritage
The Kingdom of Bahrain enjoys a seafaring heritage which goes back many centuries and in the country’s modern history, Bahrain has seen the launch and development of a number of companies which offer essential services to the region’s maritime industry. Bahrain’s geographical location at the cross roads of the East-West trading route has made it an ideal staging post. During the 19th century the majority of boats in the Gulf region were based in Bahrain and as the 20th century progressed, Bahrain became a shipping hub serving the countries situated on the shores of the Arabian Gulf and beyond. The abundant supply of fresh water and highly-skilled workmanship in boatbuilding and repair also contributed to Bahrain’s reputation as a center for sea-borne trade and related services. With the discovery of oil in Bahrain in 1932, the region began to attract even more shipping lines as trade between the Gulf and the rest of the world grew exponentially. Bahrain built the first modern port in the region at Mina Salman but in the mid20th century, there were only two ship repair yards serving this rapidly increasing maritime traffic. The visionary leadership of Kanoo Group, led by Ahmed Kanoo and Mohammed Kanoo, saw an opportunity to set up a world-class ship repair facility that would serve not only Bahrain, but also the rest of the region. Bahrain Ship Repairing and Engineering Company (Basrec) was founded in 1962 with its core business of ship repair and allied engineering services for both commercial and naval ships. The company was also the first industrial enterprise in the region to be formed as a public shareholding company and at that time was the only fully equipped ship repair facility between Basra and Karachi. Basrec, which celebrates six decades of service to the shipping sector, is today recognised as one of the leading engineering and ship repair facilities in the GCC, serving the local regional and international shipping industry. The company’s business activities continue to focus on providing ship repair and allied engineering services. However, Basrec also undertakes the repair of small boats as well as the inspection and repair of containers. The company also provides a service and repair facility for marine and industrial pumps. Through its subsidiary companies, Basrec offers electrical and mechanical engineering and marketing services. Underpinned by the vision of the company’s founders, BASREC continues its quest for excellence and has established a unique reputation for itself among the world’s leading ship repair yards whilst at the same time contributing to the economic progress of Bahrain and the development of a national work force.
The Rise of Regional Shipping
By the middle of the 20th century, with the discovery oil and development of the oil industry, shipping activities increased across the Gulf region. Bahrain at the time had two small ship repairing facilities – the Kanoo Slipway (owned by Kanoo Group) and Bahrain Slipway (operated by Gray Mackenzie). These shipyards served not only local demand for ship repair and maintenance but also attracted business from around the region. The continuing search for and discoveries of offshore oil in the Arabian Gulf generated an increasing demand for all types of marine craft which in turn required high standards of repair and maintenance. The need for a modern properly equipped ship repair facility capable of handling vessels of up to 1000 tons displacement (as well as providing urgent repair services to the larger ocean-going ships) was becoming increasingly apparent. Bahrain’s strategic position at the heart of the Gulf provided the ideal location for the establishment of a ship repair facility, especially as there were no repair facilities for larger vessels between Basra and Karachi. Gulf based ships and tugs would have to undertake a 14 day journey to either Bombay or Karachi for major repairs or routine dry-docking requirements. The Kingdom seemed the ideal place to build a modern ship repair facility given a site which could provide the necessary water depth at all times. With this in mind, in 1961 YBA Kanoo management invited CH Dobbie Consulting Engineers from the UK to undertake a comprehensive feasibility study on the establishment and commercial viability of a ship repair facility in Bahrain.
Planning & Establishment of BASREC
The report from the Consultants highlighted a number of advantages of locating a ship repair facility in Bahrain as well as reviewing the commercial opportunities emanating from both the oil and shipping industries of the region. It also took into consideration the Government deep water quay at Mina Salman and the new dhow quay at Juffair from which larger vessels could be serviced subject to suitable facilities being made available. A combination of a benign climate and available docking draughts led to the conclusion that there was a market for docking ships up to 16 feet and weighing 750 tons as well as the opportunity to provide repairs and maintenance services to ocean going vessels when they were docked in the Deep Water Quay in Mina Salman. The report finally recommended that a series of slipways, as opposed to drydocks or floating docks, was the best engineering solution for the project and a scheme of two slipways with a capacity of 1,000 tons was eventually selected. The projected cost of the facility was estimated to be just over BD 600,000. Following confirmation as to the viability of establishing the facility and the approval from the ruler at that time, HH Shaikh Salman bin Hamad Al Khalifa, YBA Kanoo under the leadership of Ahmed Kanoo decided to proceed with the project and established the Bahrain Ship Repairing and Engineering Company (BASREC) inviting the participation of other Bahraini citizens in a shareholding company. YBA Kanoo retained 51% of the shares with the remainder offered to the public.
Official Incorporation & Expansion
Following the approval and granting of a Charter by HH Shaikh Salman Bin Hamad Al Khalifa BASREC was incorporated with limited liability on the 24th February 1962. The new company was authorised and empowered by the Charter to carry on the business of ship repairs, ship building, marine engineering and all related engineering activities. In addition to granting the new company a Charter, HH the Ruler also granted it a concession under the terms of which the Company would, for a period of 20 years, have the sole right to construct a new slipway installation. The effect of the concession was that during this period no other company would be allowed to build a slipway or dry dock, install a floating dock or expand existing ship repair facilities in Bahrain. The company also concluded a 35 year agreement with the Bahrain Government for the lease of a proposed sea bed site. This site was selected with the view to possible future expansion providing for growth and flexibility in the light of future trade demands. The area of the chosen sea-bed site also allowed for future land reclamation to enable the addition of further slipways to the north of the initial proposed scheme. Further expansion, if required, could also be accommodated through a southward construction beyond the proposed fitting out basin. This far-sighted approach of the founders of the company proved visionary as the business grew over the years and BASREC became the region’s premier ship repair facility.
