تاريخ وإرث باسريك
التراث البحري للبحرين
تتمتع مملكة البحرين بإرث بحري عريق يمتد لقرون عديدة، وشهدت في تاريخها الحديث انطلاق وتطور عدد من الشركات التي تقدم خدمات أساسية لقطاع النقل البحري في المنطقة. وقد جعل موقع البحرين الجغرافي، عند ملتقى طرق التجارة بين الشرق والغرب، منها محطة مثالية. خلال القرن التاسع عشر، كانت غالبية السفن في منطقة الخليج متمركزة في البحرين، ومع تقدم القرن العشرين، أصبحت البحرين مركزًا للشحن يخدم الدول الواقعة على سواحل الخليج العربي وما وراءه. كما ساهم وفرة المياه العذبة والحرفية العالية في بناء السفن وإصلاحها في ترسيخ سمعة البحرين كمركز للتجارة البحرية والخدمات ذات الصلة. ومع اكتشاف النفط في البحرين عام 1932، بدأت المنطقة تجذب المزيد من خطوط الشحن مع النمو الهائل للتجارة بين الخليج وبقية العالم. شيدت البحرين أول ميناء حديث في المنطقة في ميناء سلمان، ولكن في منتصف القرن العشرين، لم يكن هناك سوى حوضين لإصلاح السفن يخدمان حركة النقل البحري المتزايدة بسرعة. رأت القيادة الرائدة لمجموعة كانو، بقيادة أحمد كانو ومحمد كانو، فرصةً سانحةً لإنشاء منشأة عالمية المستوى لإصلاح السفن، تخدم ليس فقط البحرين، بل المنطقة بأسرها. تأسست شركة البحرين لإصلاح السفن والهندسة (باسريك) عام ١٩٦٢، وكان نشاطها الأساسي إصلاح السفن وتقديم الخدمات الهندسية ذات الصلة للسفن التجارية والبحرية.
صعود الشحن الإقليمي
بحلول منتصف القرن العشرين، ومع اكتشاف النفط وتطور صناعته، ازدادت أنشطة الشحن في منطقة الخليج العربي. في ذلك الوقت، كان لدى البحرين منشأتان صغيرتان لإصلاح السفن: حوض كانو (التابع لمجموعة كانو) وحوض البحرين (الذي تديره شركة غراي ماكنزي). لم تقتصر هذه الأحواض على تلبية الطلب المحلي على إصلاح وصيانة السفن فحسب، بل اجتذبت أيضًا أعمالًا من مختلف أنحاء المنطقة. وقد أدى استمرار البحث عن النفط واكتشافه في مياه الخليج العربي إلى زيادة الطلب على جميع أنواع السفن، الأمر الذي استلزم بدوره معايير عالية في الإصلاح والصيانة. وباتت الحاجة إلى منشأة حديثة ومجهزة تجهيزًا كاملًا لإصلاح السفن، قادرة على التعامل مع سفن يصل إزاحتها إلى 1000 طن (بالإضافة إلى توفير خدمات إصلاح عاجلة للسفن الكبيرة العابرة للمحيطات)، واضحةً بشكل متزايد. وقد وفر موقع البحرين الاستراتيجي في قلب الخليج موقعًا مثاليًا لإنشاء منشأة لإصلاح السفن، لا سيما مع عدم وجود منشآت لإصلاح السفن الكبيرة بين البصرة وكراتشي. كان على السفن والقاطرات العاملة في الخليج أن تقطع رحلة تستغرق 14 يومًا إلى بومباي أو كراتشي لإجراء الإصلاحات الرئيسية أو عمليات الصيانة الدورية في الأحواض الجافة. وبدا أن المملكة هي المكان الأمثل لبناء منشأة حديثة لإصلاح السفن، نظرًا لموقعها الذي يوفر العمق المائي اللازم في جميع الأوقات. وبناءً على ذلك، دعت إدارة شركة ي.ب.أ كانو في عام 1961 شركة سي إتش دوبي للاستشارات الهندسية من المملكة المتحدة لإجراء دراسة جدوى شاملة حول إنشاء منشأة لإصلاح السفن في البحرين وجدواها التجارية.
تخطيط وإنشاء مركز أبحاث الطاقة المتجددة في باسريك
أبرز تقرير الاستشاريين عدداً من مزايا إنشاء منشأة لإصلاح السفن في البحرين، بالإضافة إلى استعراض الفرص التجارية المتاحة من قطاعي النفط والشحن في المنطقة. كما أخذ التقرير في الاعتبار رصيف المياه العميقة الحكومي في ميناء سلمان ورصيف المراكب الشراعية الجديد في الجفير، حيث يمكن خدمة السفن الأكبر حجماً شريطة توفير المرافق المناسبة. وقد أدى الجمع بين المناخ المعتدل وأعماق الأحواض المتاحة إلى استنتاج وجود سوق لرسو السفن التي يصل طولها إلى 16 قدماً ووزنها إلى 750 طناً، فضلاً عن إمكانية تقديم خدمات الإصلاح والصيانة للسفن العابرة للمحيطات عند رسوها في رصيف المياه العميقة في ميناء سلمان. وخلص التقرير إلى أن سلسلة من المنحدرات، بدلاً من الأحواض الجافة أو العائمة، هي الحل الهندسي الأمثل للمشروع، وتم اختيار تصميم منزلقين بسعة 1000 طن. وقُدّرت التكلفة المتوقعة للمنشأة بأكثر من 600 ألف دينار بحريني بقليل. بعد التأكد من جدوى إنشاء المنشأة وموافقة صاحب السمو الشيخ سلمان بن حمد آل خليفة، حاكم البحرين آنذاك، قرر صاحب السمو الملكي الأمير كانو، بقيادة أحمد كانو، المضي قدماً في المشروع، وأسس شركة البحرين لإصلاح السفن والهندسة (باسريك)، داعياً المواطنين البحرينيين الآخرين للمشاركة في شركة مساهمة. واحتفظ صاحب السمو الملكي الأمير كانو بنسبة 51% من الأسهم، بينما طُرحت النسبة المتبقية للاكتتاب العام.
التأسيس والتوسع الرسمي
بعد موافقة صاحب السمو الشيخ سلمان بن حمد آل خليفة ومنحه ميثاقًا، تأسست شركة باسرك كشركة ذات مسؤولية محدودة في 24 فبراير 1962. وقد خول الميثاق الشركة الجديدة بمزاولة أعمال إصلاح السفن وبنائها والهندسة البحرية وجميع الأنشطة الهندسية ذات الصلة. وإلى جانب منح الشركة الميثاق، منحها صاحب السمو الحاكم امتيازًا يمنحها، بموجبه، الحق الحصري لمدة 20 عامًا في إنشاء منحدر جديد لبناء السفن. ويترتب على هذا الامتياز أنه خلال هذه الفترة، لا يُسمح لأي شركة أخرى ببناء منحدر أو حوض جاف، أو تركيب حوض عائم، أو توسيع مرافق إصلاح السفن القائمة في البحرين. كما أبرمت الشركة اتفاقية لمدة 35 عامًا مع حكومة البحرين لاستئجار موقع مقترح في قاع البحر. وقد تم اختيار هذا الموقع بهدف التوسع المستقبلي المحتمل، بما يضمن النمو والمرونة في ضوء متطلبات التجارة المستقبلية. سمحت مساحة موقع قاع البحر المُختار باستصلاح الأراضي مستقبلاً، مما أتاح إضافة المزيد من منحدرات بناء السفن شمال المخطط الأولي المقترح. كما يمكن استيعاب أي توسعات مستقبلية، عند الحاجة، من خلال إنشاءات جنوبية تتجاوز حوض التجهيز المقترح. وقد أثبتت هذه الرؤية المستقبلية لمؤسسي الشركة نجاحها، حيث نما العمل على مر السنين، وأصبحت شركة باسرك منشأة رائدة في إصلاح السفن بالمنطقة.
